Buffalo3 allows you to move your buff icons and change their layout. It is currently in the Alpha phase, so do not expect a fully fledged addon yet.

Look & Feel of the default Blizzard buff display (with exceptions, see planned features)
Move your buff display
Change the layout (size, padding, expansion directions)

Sticking one buff container to another
Buff sorting by name, time left or default Blizzard ordering
